LHA is working with Arlington County to encourage and leverage broad citizen participation in the Plan Lee Highway (PLH) process, which began in January 2019. The long-term goal is to achieve an economically vibrant and more livable corridor through visionary, forward-thinking, long-range planning with eventual changes to the Generalized Land Use Plan (GLUP) and Zoning Ordinance.

Phase 2 Currently Underway
During Phase 2, the County staff and consulting team, led by AECOM, will develop land use scenarios for the corridor and neighborhood areas. The scenarios will evaluate different land use mixes and intensities within the redevelopment areas (nodes) in the Core Study Area, along with strategic combinations of open spaces and street and transit access improvement. A Preliminary Concept Plan will be developed based on community input on the preferred land use scenarios. Gathering community input is a critical part of the process. The team is still working on an engagement plan.

Phase 1 Complete
During Phase 1, the County staff and consulting team, led by AECOM, created three deliverables:
Existing Conditions Report: Analysis of corridor wide challenges and opportunities around 9 key planning elements (i.e. land use, housing, economic vitality, transportation, public schools, facilities and spaces, building form, height and urban design, historic preservation, sustainability and resiliency) for achieving goals.
Historic and Cultural Resources Report: Research, documentation, and survey of historic and cultural resources (i.e. significant buildings, events, places, people, and stories) in the planning area
Neighborhood Inspiration - A Guide for Developing Future Plans: Highlights of conditions and attributes of different neighborhoods along Lee Highway to identify guiding ideas for the formulation of land use scenarios during Phase 2.
The team conducted stakeholder interviews and focus group meetings and evaluated the Lee Highway Visioning Study created in 2016 to understand neighborhood concerns and priorities. The County has appointed Community Forum and Working Group members to advise throughout the process. Additionally, LHA has established several committees that provide feedback/recommendations and assist with community engagement for PLH.
